Student view not working as expected within hidden sections.

Describe the bug
Available but hidden items are shown while "Viewing as Student" if the items are in a hidden section.

To Reproduce
Steps to reproduce the behaviour:

1. Make sure that Course Format setting is: Show Hidden sections as unavailable. (edit: Hidden sections are shown as not available)
2. Create a Hidden section.
3. Inside the hidden section create 2 activities or resources of any kind.
4. Make one Available but hidden, and the other Hidden.
5. View as a Student Role
6. You will see the hidden section and the Available but hidden item. The hidden item is hidden as expected.

Expected behaviour
The Available but hidden item should also be hidden to the student view.

Can replicate in M4.5 and M4.4 need to investigate.
