The image-builder mkIII PR (#4547) has been sitting around for far too long. Let's get this merged (solve #4804 in the process) and make it available for 20% of image builds.

Once it's proven stable, we can remove the old image builder.

Steps

  1. rebase [image-builder] Backport mkIII from gitpod-com #4547
  2. integrate with latest headless log infrastructure
