[admin] search queries are really slow

The search queries on the admin dashboard are really slow in SaaS. After landing #13161 these slow searches get triggered automatically when visiting a list.

Describe the behaviour you'd like

Searches are faster and less heavy on the SaaS prod DB

I'll check if we can make the searches faster (see if we use ordering on non-indexed columns, etc. smaller limits). But maybe also build a special SaaS mode, that disables the initial search. Important, though, that we don't compromise the experience on elf-hosted.
