Unable to Download Workspace

Bug description

@axonasif and I have attempted to download a workspace from the Gitpod admin UI. We both observed the 'Oh, no! Something went wrong!' message.

Steps to reproduce

1. Visit the workspace page and click on the Download Workspace button.
2. Observe the 'Oh, no! Something went wrong!' message.

Expected behavior

I would expect that clicking on this button it would download the compressed workspace file.

Closing this as we're removing the workspace download functionality in the scope of workspace file durability (#7901).

Besides ensuring workspace files reliability, this could push us towards figuring out new ways to allow users to export or back up workspace files and more importantly file changes, like exporting in branch, downloading a patch, and more.
