Support bundle to include logs from ephemeral containers

KOTS will only retrieve logs from containers that are currently running. Logs for ephemeral containers (eg, installer, workspaces, image building) should be stored centrally so that the support bundler can retrieve these logs.

Replicated have spoken of ways of achieving this for other customers, so this will need to investigate how to achieve this. Consideration will also need to be given to log rotation and ensuring that a long-running instance doesn't run out of memory due to the vast number of logs we're expected to produce.
