When a deleted files diff is open but not focused, there are no options for "revision" in the command palette #2627

Description

  1. Open a repository in VS Code that has had a file deleted - example github.com/jkelroy/deleted-diff-issue.git
  2. Navigate to Source Control > Commits
  3. Expand the commit where the file is deleted - example SHA cfa4ea9f6a8eeacfd954302d4bc26e64853dc5c3
  4. Select the deleted file to open the diff
  5. Use Command + Shift + P to open the command palette
  6. Search "revision"

Expected Behavior: Options for revision - see video after the diff is focused

Actual Behavior: No options for revision until the diff view is focused
