Attack DCs generate a static attack value rather than a saving throw in the chat stream

The expected behavior is to generate a button that allows anyone who can see it to roll a saving throw with their own sheet. Instead, this auto-rolls a static value.

Not sure how to fix this atm—the quickaction dialogs don't use item roll prompts in the same way as regular actions, hence bypassing the default roll templates. Will need to do a full review/refactor of how the quickactions generate their roll details to more closely emulate item behaviour.
