We have new_render_command_encoder that corresponds to https://developer.apple.com/documentation/metal/mtlcommandbuffer/1442999-rendercommandencoderwithdescript?language=objc , which doesn't have "new" in it and so it returns a reference. We should make our methods similarly named.
