Develop regional expansion packs

From play testing we found that the local acronyms are confusing to people (e.g. FCC, NSA vs GCHQ or BEREC). One idea coming out of this is to develop regional expansion packs that have cards specific to different environments or subject areas, e.g.

• Geo (USA, EU, Africa, India, Australia, China, etc...)
• Area of Technology (e.g. Decentralized Web)
• Community (e.g. Silicon Valley)
