suggestion to move maps before the tiles topic #169

to me it sounds more logical to first discuss maps, and then the concept of tiles (as sliced maps)

relates to questions such as:

should tiles also support image tiles
will pygeoapi at some point be able to slice/render tiles from data directly?
maps could use tile-stitching like mapproxy to populate tailored bounds
