websockets and mqtt are unrelated to this.
This here is an implementation of RTSP protocol.
If you have the knowledge you can add mqtt implementation yourself to talk with other services.
To access RTSP stream via public internet, and I suppose you want to do it from your home network, just map the rtsp port on your router to have public external access, that's all.
