I keep getting this in my notifications section. I have done the 2FA authentication several times and it would say "Apple ID verification completed successfully", but then I would get the alert again like 5 - 10 minutes later telling that authentication is needed

I have (EDIT: had) the same problem, but I logged in with an app-specific-password so I shouldn't need a 2FA code

What iCloud3 version are you running?

App Specific Passwords
App Specific Passwords are not supported by iCloud3. iCloud3 is a program running on a computer, not an app running on an iDevice. It uses web service calls to request the location of the devices in the iCloud's Family Sharing List. Apps running on iDevices use a different access method that is not available by programs.

Sorry to wake an older topic, but I presume the same limitations may prevent an Apple account that has a FIDO2 key protecting it, will be unable to be enrolled in icloud3?

I have a yubikey I need to plug in to get appleID's logged in, and it doesn't appear HA or Icloud3 support that auth flow.

That is correct. iCloud3 does not support hardware keys.

The Apple Web interface does not support hardware keys, only a 6-digit verification code. You need to disable the key and revert to an authentication code or use another iCloud account (another family member?) . Set up the Family Sharing list on that account.
