Validate Fasta Database tool

to build, clone the tools-galaxyp repository and run mvn install (Maven is required) from
```
 tools‑galaxyp/tools/validate_fasta_database 
```
the output jar and all the galaxy wrapper files will then be in validate_fasta_database_build
