psycopg2-binary cannot be installed on Raspi

When attempting to install ltss into Home Assistant Container on a Raspberry Pi 4, I get the following error message:

Obviously, ltss won't work afterwards.

Actually psycopg2 is already part of the Homeassistant Docker image (at least in 2023.8). Therefore the requirement should probably be either removed completely or changed to psycopg2 instead of the non-functional -binary.
