Manifest export generates additional empty commit

The manifest-repo-export-service generates the correct commit first, then adds another commit with the same commit message and pushes that.
No real harm done, the second commit does not change any files, but it's a bit awkward for the history.

Observed in 9.3.0 and 9.3.1
