Don't allow search alerts with more than XYZ number of results per day

Now that we have a system that estimates the frequency of alerts, we need to use it to prevent people from making alerts that don't make sense. This is particularly important for RECAP Alerts (#612), for which we have to keep records of every item that triggered an alert.
