Add Focal support to fetch-tor-packages target

As part of the Focal epic (#4768) we need to add support for fetching the Focal tor packages to the fetch-tor-packages target and associated Molecule logic. We need the ability to fetch packages securely in order to unblock hosting said packages, initially via apt-test: freedomofpress/securedrop-apt-test#59
