We need a new builder-focal scenario which can build packages for Ubuntu Focal 20.04. This should also contain the related Dockerfile to create the sd-focal-builder Docker image in which the builds will happen.

After an initial draft PR, the docker image can be built, and then pushed to the hub. This enable using the scenario to build the real packages on Focal.

Part of #4768 EPIC.
