Description

Tor Browser 9.0.4 isn't available anymore. The Dockerfile should be updated to an available version.

Steps to Reproduce

Run make dev or any other target that uses the dev environment.

Expected Behavior

Dev container starts

Actual Behavior

Dev container fails due to a 404 pulling down the TBB tarball.
