Changes the default branches for https://github.com/freedomofpress/securedrop-dev-packages-lfs and https://github.com/freedomofpress/securedrop-workstation-dev-rpm-packages-lfs, and changes default branch is this repo (cron nightly task). Nightly builds will not be triggered until this is merged.
Infrastructure changes are tracked separately.
