Information about bug

In our organisation Out of 46 employees only 6 six employee get one leave automatically on first day of month other 6 employees Earn Leave Not add in employee leave balance bucket
we are create 4 different leave policy for marriage person, Non-marriage person, same for gender wise and all leave policy earn leave is include but still only 6 person get one leave automatically.

Please suggest any solution we stuck on that from yesterday
