Optin sometimes fails to remove rules which stay in FV

When Opting out some rule sometimes Optin returns an error and slice remains in FV. Needed to be checked.

And the rule also stays under other optin areas (https://\<flowvisor\>:8443/opts/experiments).

Probably the removal of the rule through the "opt out" option does delete it from some (model/table?) and fails before removing it from other places and also from the FlowVisor.
