Build / Publish Container to GCP/GCR

As part of our efforts to build out a supported Forseti on GKE forseti-security/forseti-security#2084 we want to also build and publish Real-Time-Enforcer to Google Container Registry.

Having the container also published on GCR enables customers who are using GCP with Private IP Access only to still deploy via Forseti Terraform getting containers via Private IP / GCR.

@kevensen Do you know the GCR repo it's pushed to? The terraform module still points to docker hub - see https://github.com/forseti-security/terraform-google-forseti/blob/f964e0cf8181107c2c18b2a69438177bac19e32c/modules/real_time_enforcer/templates/cloud-init.yml#L74
