The issue is caused by a bug in Eclipse SWT, the UI library used by Data Loader. The workaround is to switch to the previous release (17.0.9) or switch to another JRE/JDK till Eclipse SWT fixes the issue in a future release.
For example if user has installed Temurin JRE 17.0.10+7, the fix is to switch to Temurin JRE 17.0.9+9 or switch to another JRE/JDK.
Here is a discussion reporting the issue with Eclipse RCP (Rich Client Platform) apps that use Eclipse SWT. The issue seems to be fixed in Eclipse's code per this comment.
