sf project deploy start displays error message with "undefined" for invalid --wait flag values #2109

Summary

The command sf project deploy start displays an error message when an invalid value for the --wait flag is provided. The message describes the range of valid values, however the upper bound is displayed as "undefined".

Steps To Reproduce:

  1.  sf project deploy start --wait -1
    

Expected result

Message should display the upper bound value instead of "undefined"

Actual result

Error (1): Parsing --wait 
        The value must be between 1 and undefined (inclusive).

yeah, if there's no upper bound, we should have a different message. Good call.
