[Housekeeping] Supporting archival for launchplans and tasks

Describe the Issue
Archiving an entity in flyte make it unavailable in flyteconsole in its current state.
The UI filters and show only non-archived entities.
Same goes for flytectl get commands for these entities

Currently flyteadmin supports archival for projects and workflows.
The other flyte entities of tasks and launchplans lack this feature and it would be useful to do the same for these entities.

What if we do not do this?
