Motivation: Why do you think this is important?
Currently it is not possible to send a filter when listing all projects, also sorting is hard coded by timestamp. It would be great to get more flexibility when listing projects when the number grows high. It is also nicer to be able to view all projects including archived ones: #569

Goal: What should the final outcome look like, ideally?
Like other resources such as task, listing projects supports user provided filter and sorting criteria.
