Transfer account command

Pretty self explanatory but basically a command like /transfer {oldAccount} {newAccount} to transfer all the data from the old to new account and then send a new welcome embed in general

I have these reasons for why I think this is a useful command:

• For those with reps, it'll be very useful to be able to transfer their reps. Otherwise the rep system loses its merit for the user upon transferring the account
• When transferring student accounts from old to new, you have the updated data on the user for any reasons. + Data protection Act 2018 of UK says you need to have up to date data on users, I reckon we should have their
