PartCertUI sometimes crashes ILIAS #11

When a ILIAS URL is called and does not contain a ref_id as $_GET-Parameter, PartCertUI causes an error.
Some examples are:

The ILIAS error Page
Password Change Page

PR #10 fixes this.

the first fix was not functional, PR was updated on 2024-04-18
