This issue tracks the implementation of limits needed for rollout of Flux as the native resource manager on production systems.

enforcing per-job limits on duration and job size #3652
plugin: add a per-user/bank max jobs limit flux-accounting#131 (max active job limit)
database: rename max_jobs --> max_running_jobs flux-accounting#202 (max running job limit)
allow selected users to temporarily bypass limits #4432
