Steam app will not started

No game involved here, this is purely that application itself.

When it starts to download the update, it gets to 100~120 of 304 and just stops. This was working perfectly before, I installed 4 games and it worked fine. Then I restarted my machine, and it started doing this.

Note sure if those logs will help.

I attempted to install the beta, and got the same issue there. It just seems to download another 20kbs before failing.
I attempted to reset the app, remove and reinstall, delete user data + remove and install again.
No luck, so seems like I'm back to windows tonight... Pretty frustrating that removing/reinstalling it doesn't seem to sort it out.. Like there is ghost files still remaining or something.
