Sync dev-libs/openssl with upstream Gentoo

Current situation

openssl has small Flatcar modifications so we can't really automate openssl upgrade based on upstream Gentoo.

Impact

We need to manually update openssl which is prone to error.

Ideal future situation

openssl is updated as any other packages in ::portage-stable.

Implementation options

Here's a downstream patch example: flatcar/scripts@0d6ca4f

• c_rehash can be added to the generic image
• I don't think running the pkg_postint can be an issue, otherwise we can override it
• The tmpfiles things can be done in via misc-files I guess
