Update README when machine key can come from root account created in browser #19

Per @expede in #18

There is a bug where the root can't be from a browser, due to library inconsistencies. This problem will go away as part of our work upgrading UCAN

This issue is a reminder to remove the extra verbiage from the README when this issue is resolved.
