Running TRex or other miners work fine. Running latest on Linux works fine. This only happens on Windows 10. I have a 3070 RTX.

Also worth noting, I tried this build on a 2070 and it worked fine. Just doesnt work on 3070.

which binary did you tried ?
in principle the one supporting the 30x is ccminer_cuda11.exe (although the file is a little old will try to update it)

I tried both now, the ccminer and ccminer_cuda11.exe both yield the same error. Thanks so much for looking into it. I would compile on Windows, but I have VS2019 installed.
