Some archive MUR case files are broken

Summary

A user reported that they were unable to get to MUR 3428 PDF file. Upon further investigation, there are 23 other MURs with the same issue.

A few archived MURs may have been merged within other MURs. We need to make a plan on how to handle these types of cases.

Action items:

• Contact @patphongs for the list of merged MURs
• Copy the PDF to create two new PDFs. Modify the names of new PDFs to include MUR numbers for each.
  • Example: MUR 1,2,3 are merged into the same file. We want each merged MUR number to be a file name. 1.pdf, 2.pdf and 3.pdf and these will all be duplicates of each other. There would also be a duplicate OCR so it can be searchable.
• Upload to S3 bucket

Completion criteria

• Text from these MURs is searchable
• These MURs have linked documents

If a MUR case file is merged with another MUR case file, we should think about duplicating that case file so that there will be a case file link inside of each MUR canonical page.
