Add 2018 to raising and spending breakdown pages

So that users can see financial activity of the most recent two-year period, we need to add 2018 to the two-year period choices on the raising and spending breakdown pages.

From the raising and spending charts, now displaying 2017-2018 data, when I click on the "breakdown" link I'm taken to 2015-2016 data. It seems to me that we should display to a user a breakdown with the same time period as the user was viewing in the chart.

There is no way to select 2017-2018 on the breakdown pages.
