Create Django module for Schedule F

The Schedule F data needs to have its database table and REST API endpoints created in the Django backend. The module setup will be similar to the same setup created for the Schedule B data.

Tasks

• Create child schedule F table and module whose parent is the main transaction app
• Add necessary unit tests
• Create URL endpoints to access records from REST API
