Remove partial redirect for admin fine regs after 2022 11 CFR is parsed in e-regs

To make the admin fine redirect work, we do a partial redirect to transition pages. We'll need to remove those three lines from the code at https://github.com/fecgov/fec-proxy/blob/develop/redirects-e-regs.conf after the e-regs are parsed for 2022, because the admin fines will be current then.
