Update policy page and guidance search to add a note about one interpretive rule

Summary

What we're after:
One of the interpretive rules (on electronic contributor redesignations) got modified by the new technological modernization rules. OGC would like us to note that on the policy page and the guidance search.

Specifically, they want us to add this language from footnote 47 of the rulemaking: To the extent that this interpretive rule’s
approach to a ‘‘signature’’ could be construed to conflict with the new definition of ‘‘signature,’’ it is superseded.

This needs to be added to the Policy page in this part:

and to this FR notice when it appears as a search result in the Guidance search:

Tech steps or considerations

We need to create a new PDF for the interpretive rule with a text box explaining to check the new rules.

I've worked with Jim Jones to make the replacement PDF and updated the page. Am running the changes by OGC to make sure they're happy before I update guidance search.
