What we're after:
Form 3X was updated to correct a design artifact on Schedule E. We need to update the time stamp for Form 3X entry in the Guidance Search.

• Schedule E is uploaded into S3 bucket policy-guidance directory (thanks @patphongs)
• Wagtail PDF XML site map is updated to update time stamps
