Update legislation page and text on admin fine pages for new Admin Fine legislation

User story
As a filer (or a stakeholder or a consultant), I need to know that there are automatic penalties for late/non-filed reports, and that the law for those penalties has been extended.

Background:
Public Law No: 118-26 (12/19/2023) S.2747 amended FECA to extend through 2033 the administrative penalty authority of the Federal Election Commission

• Get link of final public law from GPO
• Update legislation page to add it
• Adjust other admin fines sections as Duane indicated
• Review admin fine pages for text that may need updating regarding program expiration in 2023 and change that to 2033

• Update the legislation page to add this law.
• Ensure admin fine pages are updated for the new expiration date.
• Legislation page is updated with any text Duane sends.

The legislation has been added to the legislation page. Duane wanted to adjust the wording of all of the administrative fine legislation entries so that's been done too.

There are no reference to the program date expiration on the Administrative Fine program pages which is good, nothing to update.
