Summary

What we are after:
Later this month, FEC will issue FR notice of final rules on technological modernization. We need to do the routine work of updating the regulations page and the E&J pages.

Action items/How to Guides

  • Read the notice, make notes on what rules are being added, changed to determine which parts of the citation index and appendix will need new lines. The chronological index is always updated as well.
  • --Notice is 2024, need to update table on https://www.fec.gov/legal-resources/regulations/explanations-and-justifications/chronological-index-2020-2029-ejs/. (Note if the notice should come out in 2024, then we also will need to add 2024 to the chronological E&J index.)
  • --the rules affected for the E&J are Parts 1, 4, 5, 6, 100, 102, 103, 104, 105, 106, 108, 109, 110, 111, 112, 114, 116, 200,
  • 4 201, 300, 9003, 9004, 9007, 9032, 9033, 9034, 9035, 9036, 9038, and 9039 - so we'll need to update all of those pages in the citation index
  • --We will need to update the appendix for several rules that were redesignated to different citations. Multiple pages are involved.
  • Use the E&J tables to create the new lines that will need to be inserted into the Wagtail pages
  • Copy/paste those new lines into the tables
  • Publish the page updates
  • Send an email to OGC once done just to let them know

Completion criteria

Future work

The substance of the new rules will need to be incorporated into H4CC and legal pages (who can/cannot make a contribution, recordkeeping, reporting, public funding, complaints) once the new rules take effect, We'll also need several new glossary terms.

Done today:

  • Regulation added to the regulations page and to the E&J chronological page for the 2020s.
  • I've made a spreadsheet of the regulations affected and the link to them in the E&J and identified we need to add 497 lines to the E&J tables. This will affect many pages.
  • Doing the spreadsheet, I identified that we'll need to update the appendix for parts 4, 5 and 9003. Not too bad.

Mind is blown from the spreadsheet so we'll tackle those updates in the coming days.

Began work on the citation pages today: The pages for Parts 1 through Part 104 were updated to add the E&J cites. This is about 1/5 of the rows we needed to add.

The page for Parts 1-8 will need another update when we do the appendix to the tables for parts 4 and 5.

Pages for the citation index for parts 105 through 111 have been updated with the E&J cites.

Slowly working my way through the many citations. I'm up to Part 9034, so we're not too far away from completion. Part 9033 will need updating again when I get to the appendix.

Up to Part 9038! I am going to doublecheck some of the pages already done as well. There are subtle wording changes that we need to make sure are captured in subject descriptions.

Almost 600 lines of code altogether have been added to the E&J citations tables from this rulemaking. That work is complete; moving on to the appendix.

Appendix updated, OGC notified and the work here is done! On to updating many pages in H4CC and Legal to capture these changes in the content during PI24.
