Add final rules on Candidate Salaries to the regulations and E&J pages

Summary

What we are after:
Later this month, FEC will issue FR notice of final rules on candidate salaries. We need to do the routine work of updating the regulations page and the E&J pages.

• Read the notice, make notes on what rules are being added, changed to determine which parts of the citation index and appendix will need new lines. The chronological index is always updated as well.
• the notice is a 2024 one, so we need to update the 2024 table on https://www.fec.gov/legal-resources/regulations/explanations-and-justifications/chronological-index-2020-2029-ejs/.
  --the rules affected for the E&J are 113.1, 113.1(g)(1) through (8) (especially (g)(6) which will have some new rows) - so we'll need to update this page: https://www.fec.gov/legal-resources/regulations/explanations-and-justifications/citation-index-parts-112-113/#part-113-permitted-and-prohibited-uses-of-campaign-accounts
• We will need to update the appendix for part 113 to reflect they redesignated paragraphs 113.1(g)(6) through (g)(8) as paragraphs (g)(7) through (g)(9), so that is this page: https://www.fec.gov/legal-resources/regulations/explanations-and-justifications/explanations-and-justifications-conversion-tables-appendix-parts-110-300/#part-113-permitted-and-prohibited-uses-of-campaign-accounts
• Use the E&J tables to create the new lines that will need to be inserted into the Wagtail pages
• Copy/paste those new lines into the tables
• Publish the page updates
• Send an email to OGC once done just to let them know

• FR notice (using SERS link) is added to https://www.fec.gov/legal-resources/regulations/ under "Changes not included in 2023 edition" with the effective date noted
• FR notice (using SERS link) is added to the chronological index in the 2023 table https://www.fec.gov/legal-resources/regulations/explanations-and-justifications/chronological-index-2020-2029-ejs/
• FR notice (using SERS link) is added to the citation index https://www.fec.gov/legal-resources/regulations/explanations-and-justifications/citation-index-parts-112-113/#part-113-permitted-and-prohibited-uses-of-campaign-accounts for the rules specific to the notice.
• FR notice (using SERS link) is added to the appendix for part 113 https://www.fec.gov/legal-resources/regulations/explanations-and-justifications/explanations-and-justifications-conversion-tables-appendix-parts-110-300/#part-113-permitted-and-prohibited-uses-of-campaign-accounts as specified in the notice.
• OGC notified that update was made.

Future work

We'll need to determine if the substance of the new rules will need to be incorporated into H4CC pages once the new rules take effect
