Update Policy and other guidance page for newly passed Directive

Summary

What we're after:
As a legal researcher, I need to be up to date on the newest enforcement directives.

Background

On November 11, the Commission approved a new directive on Investigations Conducted by the Office of General Counsel. We will need to move this item from the "proposals" section to its new home of the page (to be confirmed with OGC Policy). We'll also need to post the new Directive once it's ready.

Completion criteria

• Confirm placement of item with OGC policy
• Item is moved from Proposals to the new location on the page
• Final Directive is uploaded and linked on Policy page and also at https://www.fec.gov/about/leadership-and-structure/#commission-directives-and-policy

The new Directive has been moved to the rules of agency procedure or practice section. We created an anchor link as well.
