Update pending rulemakings page for new FR notice

What we're after:
We are expecting a FR notice of availability to be posted this sprint. We'll need to update the pending rulemaking page when that happens.

The notice will be published tomorrow. I've reached out to OGC to see if a banner is desired and to get their heads up when the notice goes up on SERS.
