Remove the comment period on the Pending rulemaking matters page (June 27)

Summary

What we're after:
On May 25, FEC will issue FR notice of interim final rules on contributions in the name of another. We did the routine work of updating the regulations page and the E&J pages. There was a comment period so we'll need to remove the pending rulemaking page in this ticket.
