Links to resource page sections highlight the wrong section of the page when clicked through

Summary

When you click a link that takes you to a section of a resource page, it works, but on the left-hand menu, a different section will be highlighted.

What should have happened? The link to the section should show the section that was linked as the highlighted section.

1. Scroll down to 109.10(b) and click the asterisk - that link points to https://www.fec.gov/legal-resources/regulations/explanations-and-justifications/explanations-and-justifications-conversion-tables-appendix-parts-102-109/#part-109-coordinated-and-independent-expenditures
2. When you arrive at https://www.fec.gov/legal-resources/regulations/explanations-and-justifications/explanations-and-justifications-conversion-tables-appendix-parts-102-109/#part-109-coordinated-and-independent-expenditures, you'll see that you arrived at the right section (part 109) but the section for part 108 is highlighted and not part 109.

Another example, when you click on https://www.fec.gov/legal-resources/policy-other-guidance/#proposals - you arrive at the right place but the wrong section on the place is highlighted.
