Add the effective date of rulemakings to regulations page - November 30 will be next update

Summary

What we're after:
As a user of the website I would like easily find the effective date of a new regulation. The calendar is cumbersome when searching for the effective date of regulation. It would be super easy to click the regulation page in order to see the effective date.

Completion criteria

We need to update https://www.fec.gov/legal-resources/regulations/ the 11 CFR section to show the effective dates for the 3 regs listed and like the FR notices to that date

• Effective Date for Repayment of Candidate Loans November 30th
• Effective Date for IEs September 30, 2022
• Effective Date for Price Index Adjustments January 1, 2022
