#5383 - E&J code work. We started with the tables affected by this rulemaking
#5223 - H4CC pages affected by these rules. They take effect in November.

Completion criteria

• Affected E&J pages are updated
• New tables for those pages are inserted

We will have to insert br into the 2nd column of chronological tables. This can be done during conversion.
We also will have to code the link to the appendix when it's not already linked.
