Research: Build AOR and draft AO comment system

What we're after:
To make it easier for individuals and groups to submit comments to AORs and draft AOs, we should consider building a system and make it available via fec.gov.

In the interim, we've made improvements to the AO comment information and made it more findable for customers.

Considerations:

• If we were to implement a form, I think we'd need to include an option for commenters to upload a document. See for example the two comments submitted on 07/12/2022 and the comment submitted on 08/04/2022 related to AO 2022-14.
• Allowing attachments is something new we've never tried before. My concern is how we would hook that up to whatever comment tools we have now for AOs.
• Allowing attachments can lead to security concerns, especially if it's from the public. We would need a good way to vet that the attachment doesn't contain anything malicious.

• Document limitations including technical, security, and accessibility
• Make recommendations on how to build a system for interested individuals and groups to submit comments
